3. Florida

The Sunshine State has the sixth lowest overall tax burden in the country: only 6.97%. There is a major population of retirees here, mostly because of its warm temperatures and low taxes. Florida is actually one of the top 10 best states to live in.

In 2019, Florida was actually the lowest state in terms of school systems because they only spent $9,645 per kid. Regarding the healthcare subject, in 2014 it was $8,076, with $31 more than the national average.

4. South Dakota

Like many other no-income tax states we’ve mentioned before, South Dakota rakes in revenue through other forms of taxation, and that includes cigarettes and alcohol. In case you wondered, South Dakota’s unique position is the home of several major companies in the credit card industry. This helps to keep the state’s residents income tax free.

South Dakota citizens pay only 7.37% of their personal income in taxes, putting South Dakota in 8th place in terms of overall tax burden. South Dakota spent $8,933 per capita on healthcare in 2014, which is the 14th highest in the nation.

But they spend a lot more on education, $10,139 per kid in 2019. Still, it’s low compared to other states, and that means South Dakota received a grade of F for its school funding.

When it comes to infrastructure, the situation is pretty sad because it is notably declining.
