Wisconsin recently lowered income tax rates and reduced the number of brackets. But many residents of the Badger State will find themselves in the 6.27% bracket, which kicks in on income above only $22,900 for singles and $30,540 for joint filers. Property taxes are high.

However, homeowners and renters may qualify for some property tax credits against their income tax liabilities and property tax bills. Sales tax rates — effectively the second-lowest in the country — offer some relief.
