The U.S. government determined that CitiGroup violated the law by committing egregious misconduct in the lead-up to the financial crisis. The $7 billion paid consisted of $4 billion in penalties, $500 million to the Federal Deposit Insurance Corp., and $2.5 billion in mortgage modifications as well as other types of relief for homeowners.

Due to the July 2014 settlement, most homeowners with CitiGroup mortgages saw reduced loans and reduced interest rates. Even if CitiGroup had actually proposed to pay $363 million, saying that they didn’t actually have a big role in the mortgage-backed securities, the Justice Department was able to find the right evidence to prove otherwise, the total amount paid being $7 billion.
